Trace Local Municipal Releases

To find someone released from local municipal holding in Boone County, identify the arresting police agency and learn whether the person ever entered the county jail. A police department may release someone after a short custody event, send the person to court, transfer the person to Boone County Corrections, or turn the person over to another agency. Municipal holding is not a long-term released-person archive. The right record may therefore be a police arrest and transfer report, a separate Boone booking and release log, or a court order. Each source proves a different stage.

Boone Municipal Holding Explained

Local municipal holding is temporary police custody. Belvidere Police or another arresting agency may keep a person briefly while officers complete the arrest process, arrange court action, or decide the next lawful step. It is not a second county jail and should not be treated as a public archive of all Boone County released inmates.

The path can end at the police agency if it releases the person without a Boone jail booking. It can continue to the Boone County Correctional Facility, a court appearance, a different county, or another custodian. That boundary controls where the release record lives. Ask the police agency for its own arrest, custody, release, or transfer record. If Boone Corrections accepted the person, ask Boone for the distinct booking and release episode.

Confirm Boone Municipal Releases

Begin with the last agency known to have physical control. A name missing from Boone's VINE route does not prove police release because the person may never have reached the county jail. Conversely, a police arrest report does not prove that Boone accepted the person. Establish each handoff.

  1. Confirm the arresting department, arrest date, name spelling, and any incident or arrest number.
  2. Ask that department whether its existing record shows release, court transport, or transfer to another agency.
  3. If the destination is Boone Corrections, search the person through Illinois VINE and request the county booking and release log.
  4. Check the Boone Circuit Clerk case for detention, pretrial-release, dismissal, sentence, or other orders.
  5. Follow any other named destination through that custodian's official channel.

A positive record outranks database absence. The police release time proves the end of municipal control. A Boone booking proves county acceptance. The court order explains legal authority. A receiving-agency record shows whether custody continued. The broader Boone County release search explains how these records fit with IDOC, federal, and notification systems.

Request Municipal Release Records

Direct the request to the agency that created the record. For a Belvidere Police custody event, ask the police department for existing arrest, custody, release, or transfer records tied to the named event. Include the full name, birthdate if known, a tight date range, arrest or incident number, and the location of the arrest. Ask for the actual release time, release type, and receiving agency when those fields exist.

If Boone County Corrections accepted the person, submit a separate request through the Boone County FOIA channel. Boone identifies Liz Weber, Records Division, at 615 N. Main Street, Belvidere, IL 61008, and 815-547-1704 for Sheriff and Corrections records. Ask for the booking number, admission time, actual release time, release type, and destination. Do not ask one office to create a combined narrative about records owned by several agencies.

Record Routing

Police-only event: The arresting municipal agency
Boone jail event: Sheriff/Corrections Records Division
Court authority: Boone County Circuit Clerk, 601 N. Main Street, Belvidere, 815-544-0371
County jail main line: 815-544-9322

Illinois FOIA, 5 ILCS 140/3, permits personal delivery, mail, fax, and other available methods. The standard response period for an ordinary noncommercial request is five business days beginning the day after receipt, subject to a written extension of no more than five business days for listed reasons. Records may be redacted or withheld for juvenile, sealed, private, investigative, safety, or other lawful grounds.

Link Police and Jail Episodes

An arresting agency number and a Boone booking number identify different records. Preserve both. A police report may end with “transported to Boone County Jail,” while the Boone record begins at acceptance. The time gap can reflect transport and intake processing. Neither should be forced to answer what happened outside its agency's control.

For the Boone record, request name and identifiers, booking date and time, arresting agency, charge or hold information, actual release date and time, release type, and destination. For the police record, request the arrest time, municipal custody disposition, and transfer destination. Matching the name, date, incident number, booking number, and agency handoff creates a sound chain.

Municipal holding
Short-term police custody before release or transfer.
Booking
Formal entry into a custodian's records and control.
Transfer
Movement to another custodian, not community release.
Release order
Legal authority that may precede physical processing.
Release log
The administrative record of the actual custody exit.

Check Boone Court Release Orders

The Boone Circuit Clerk file supplies the legal context that a short police record may lack. Cases from August 1993 forward are available through the Clerk's linked Judici service. Read the docket for first appearance, detention or pretrial-release orders, dismissal, disposition, sentencing, custody credit, probation, and later changes.

Older cases require courthouse indexes, files, or microfilm. A written clerk search costs $6 per name for each year, plus prepaid copy fees and a self-addressed stamped envelope, and may take four to six weeks. The courthouse is at 601 N. Main Street, Belvidere, and published Clerk hours are weekdays from 8:30 a.m. to 4:30 p.m. An absent online case may reflect the historical cutoff, sealing, expungement, a spelling problem, or a case in another jurisdiction.

A release order does not prove the exact time a person left police or jail custody. Likewise, an agency exit does not prove the case ended. Pair the physical record with the actual court order or certified disposition when precise wording matters.

Why Boone VINE May Miss It

Boone Corrections routes person-specific custody checks to Illinois VINE, but municipal holding may occur before any county booking feed. If police release the person directly, no Boone jail event may be sent. A VINE non-result therefore cannot disprove an arrest or short municipal custody event.

Even after Boone accepts someone, VINE is an event and notification system rather than a historic daily release archive. Data transmission can lag physical processing. Search by the live interface's name or agency-ID fields, compare identity details and reporting agency, and read the exact status. Then confirm the event with the owner. Boone does not publish an official 24-hour, 72-hour, or archived release list that can fill the gap.

Agency boundary: Search the police record when release occurred before county booking; search Boone Corrections only after county acceptance.

Follow Boone Custody Transfers

A municipal transfer to Boone Corrections moves the inquiry to the county jail. A later Boone transfer to IDOC moves it to the statewide offender search. IDOC records use the IDOC number, not the municipal incident number or county booking number. The live search covers current incarceration and people still on parole or mandatory supervised release, while fully discharged records require an archive request.

Federal custody is distinct. The U.S. Marshals Service may hold and move a federal pretrial defendant through local or contract beds, but it has no public historical locator like BOP. Use the federal docket for the detention or release order. BOP becomes useful for sentenced federal custody and many releases since 1982. Immigration custody uses ICE's current locator. A move to any of these systems is not community release.

Avoid Wrong Boone County Records

Local search results frequently confuse Boone County, Illinois with counties of the same name in Kentucky, Indiana, Iowa, Missouri, and Arkansas. That risk is greater for a generic query about a police station or jail. Confirm that an official county source uses boonecountyil.gov, identifies Belvidere, or carries a clear Illinois agency marker.

The Boone County Corrections navigation includes an “Immigration” page, but it directs victims and witnesses to an ICE notification program. It does not establish that Boone operates an ICE facility, holds a contract, or publishes an immigration release roster. No dedicated ICE site or Boone contract was identified in the research. Follow immigration channels only when the individual record or court information supports that path.

Agency labels also matter within Illinois. A Belvidere Police event is not automatically a Boone jail episode. The Boone jail is not an IDOC prison. No IDOC institution was identified inside Boone County. Keeping those boundaries intact prevents a local release from being described as state discharge or a transfer from being called freedom.

Municipal Release Record Limits

No official source supplies a single public retention period for all municipal arrest or release records. Website visibility and agency retention are separate issues. Request an existing record by person, agency, incident, and date rather than assuming that an old event should remain online.

Illinois sealing and expungement law can restrict public access depending on the result and statutory conditions. Juvenile and impounded matters also have special limits. If an agency withholds information, ask for the exemption citation and all nonexempt parts that can reasonably be separated. An inability to find a public result supports only “not confirmed through this channel,” not a claim that no event occurred.

When sources differ, use the record owner for each fact. Police own their custody transaction. Boone Corrections owns county booking and release. The Circuit Clerk owns the case file. A receiving custodian owns the next stage. Recording each agency, date, identifier, and exact status preserves the distinction.
