Boone Federal Release System Routes
Federal and immigration custody is one routing topic with three different record owners. The Federal Bureau of Prisons covers sentenced federal custody and many releases since 1982. USMS controls federal defendants from arrest through acquittal or delivery after conviction, often using federal, state, local, or contract beds. ICE operates or contracts for civil immigration detention and provides a current detainee locator.
A Boone release log may name one of those agencies as the destination. Such an entry means Boone County Corrections relinquished control. It does not mean the person entered the community. Follow the named custodian. If the county record only says “federal,” use the federal docket and case posture to decide whether USMS or BOP is likely to own the next stage.
| System | Who it covers | Released-person source |
|---|---|---|
| BOP | Sentenced federal prisoners | Locator release date and records request |
| USMS | Federal pretrial and transport custody | Federal docket and holding facility |
| ICE | Civil immigration detention | Current locator, ERO, or detention facility |
Search BOP Boone Release Records
BOP's inmate locator covers many federal prisoners released after 1982. Search by BOP register, DCDC, FBI, or INS number when one is known. A biographical search accepts first, middle, and last name with age, race, and sex filters. Compare the register number and personal fields before relying on a match.
- Choose number search when a federal identifier is available; it is more precise than a name.
- For a name search, enter all known name parts and use the published filters.
- Open the matching result and read the release date and location exactly.
- Distinguish a past date from a future projected date and “IN TRANSIT” from release.
- Check the federal docket and any other custodian before concluding all custody ended.
A past release date paired with “RELEASED” or no BOP facility supports that BOP custody ended on that date. It does not prove the end of federal supervised release or parole, and it does not rule out state, local, or immigration custody. A future date is projected. “UNKNOWN” means the confinement term has not been determined. “IN TRANSIT” is movement, often involving USMS, not release.
Read BOP Release Result Meaning
BOP results show name, register number, age, race, sex, release date, and location. Data is updated daily. The result is strongest when the identifier and biographical fields align with the federal case. A date alone should not be detached from its status label.
The official BOP record explanation describes what its released and location fields mean.

The BOP explanation supports careful reading of federal locator results and does not turn them into proof about supervision or another agency's custody.
For pre-1982 federal records, BOP points researchers to the National Archives. A more detailed BOP file may require a Freedom of Information Act request and identity or authorization material such as DOJ-361. Ask BOP for records it owns, and use the federal court file for judicial orders.
Confirm USMS Custody Changes
USMS holds and moves federal defendants from arrest through acquittal or transfer after conviction. It may place a person in local, state, private, or federal beds. Its Justice Detainee Information System is restricted, and the agency has no public historical release locator comparable to BOP.
For a federal pretrial person, read the federal docket for detention, release, bond, dismissal, plea, sentencing, and commitment orders. Confirm the physical event with the holding facility or appropriate federal contact. A court order can precede processing. A movement marked “IN TRANSIT” or a Boone transfer to USMS is continued custody.
BOP may have no result for a federal pretrial defendant because that person has not entered its sentenced population. That absence does not prove release. After conviction and delivery, the BOP register number and locator become more useful. Preserve the federal case number and the Boone booking or release record so the handoff can be traced.
Search ICE After Boone Transfer
ICE's Online Detainee Locator searches people currently in ICE detention and certain people held by Customs and Border Protection for more than 48 hours. It accepts an A-number with country of birth or biographical information. The spelling, country, and identifier must match the record closely.
The locator is not a historic immigration release ledger. A missing result can reflect release, transfer, removal, a data delay, spelling or birth-country mismatch, or a record that is not displayed. Contact ICE Enforcement and Removal Operations or the named detention facility when the distinction matters. Do not report a no-match as freedom.
If the Boone jail record says “released to ICE,” describe it as a transfer between custodians. Search ODLS and retain the county record's time and destination. A later disappearance from ODLS still needs agency confirmation. A county release event and an immigration custody event can both be accurate because they refer to different custodians.
Boone Immigration Page Limits
Boone County Corrections has an “Immigration” navigation page, but its content sends victims and witnesses to ICE's Victim Notification Program. It does not prove that the Boone jail has an ICE detention contract, regularly holds civil immigration detainees, or publishes an immigration release roster.
No dedicated ICE facility or Boone contract was identified in the research. The narrow verified result is that the county page supplies notification information. Do not infer an ICE relationship from that menu label. Follow immigration custody only when the individual Boone record, court file, or another reliable agency source identifies it.
Search results also mix Boone County, Illinois with Boone County, Kentucky. The Kentucky jail in Burlington is a different facility. Its immigration arrangements, photos, lists, and rules must not be used for Belvidere. Confirm boonecountyil.gov, a Belvidere reference, or a clear Illinois agency marker before linking local facts.
Request Federal Release Records
Match the request to the record owner. Ask Boone Sheriff and Corrections for the county booking and release log, including the destination or receiving agency. Ask the federal court for the release, detention, judgment, or commitment order in its case file. Ask BOP for sentenced custody and release records. Ask ICE or the holding facility about an identified immigration detention event within lawful disclosure limits.
A focused request should include the full name, date of birth, federal register or A-number when known, case number, approximate dates, and facilities or agencies. Request existing records that show actual custody entry, transfer, release, or discharge. Do not ask one office to create a cross-agency conclusion.
- Release
- End of one custodian's control, which may lead to another custodian.
- Transfer
- Movement between custodians without community freedom.
- Supervised release
- Federal court supervision that may follow prison custody.
- Removal
- An immigration outcome distinct from release into the local community.
- In transit
- Movement between facilities or agencies, not release.
Separate Federal Release Dates
A projected BOP date can change and should be labeled projected. A past BOP release date records the end of BOP custody but not the end of a federal sentence when supervised release follows. A federal court order may authorize release before the holding facility completes processing. An ICE locator result is current-custody evidence, not a past release date.
| Evidence | What it proves | What it cannot prove alone |
|---|---|---|
| Boone destination field | Where county custody says it sent the person | Later federal release |
| Federal release order | Judicial authority | Exact physical exit time |
| BOP past release date | End of BOP custody on that date | End of supervision or other custody |
| ICE current match | Displayed immigration detention | Historical release outcome |
| No locator result | No match through that public channel | Freedom from all custody |
Record the source, access date, identifier, exact status, and whether each date is projected or actual. This keeps movement, release, parole, supervised release, removal, and final discharge from becoming false synonyms.
No Local Federal Facility
No federal prison or ICE detention facility was identified in Boone County. USMS may use a broad detention network, but that does not make every contracted bed a Boone federal institution. “Federal and Immigration Custody” is a records-routing label for cases that leave the county system.
Start with the Boone destination field. Then follow the precise branch: federal docket and USMS for pretrial custody, BOP for sentenced custody and many historical releases, or ICE tools for a documented immigration transfer. The Boone County Correctional Facility record remains the source for the local handoff itself.
A facility name found in a docket or locator should be checked against the owning agency's current information. Transfers can change location without changing the federal case. Keep the source date and exact wording, especially when a result is dynamic, projected, or limited to current custody.
